I think what happened here is that the people who charge the royalties asked for everything (including the kitchen sink) expecting to have to ‘bargain’ portions of their wants away and were surprised when they got everything!
That’s the way budgeting in the US works. You ask for 20% more than you need so you can then “agree” to a 20% cut to your budget and still get what you want/need.
